US lawmakers are meeting during the weekend for the initial time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators proposed a plan toxic to Democrats: eliminating the ACA, called Obamacare.
Growing Impact of Government Shutdown
The effect on US citizens from the longest shutdown of the US government in history deepened on Saturday, as federal workers went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
President's Proposal from Golf Course
As Saturday's session got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Multiple Republican senators welcomed the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator praised Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Response
Opposition senators shared concerned responses to Trump's proposal.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator reacted to the criticism of carriers by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."
Continuing Talks
The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to end the closure in return for a later vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.
Another leading Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the payments before negotiating the long-term of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the concept of eliminating and substituting Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Several analysts indicated that the core of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with existing health issues.
After his resort visit, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the plan that failed to garner enough support in 2017.
